Answer There isn't any reason why it wouldn't (assuming you are talking about connecting from a machine with an Internet connection provided by Orange to another machine that is hosting a VPN service).

Yes, it will change your assigned IP for the orange network, If your using a router and its the LAN or Wifi address you want to change you will need to do that manually
